Information plays a vital role in enriching the experience and stay of a person in a particular area. No man should not be a stranger to his own hometown. This fact especially applies to tourists or expatriates.
The primary concern of a foreigner in the country he is visiting is his personal safety and welfare while this is reasonable to take this to consideration, one should also be acquainted with the health care provided by the country he is at.
