Why does diabetes effect people's feet? Is it due to decreased circulatory system performance?

My father had diabetes but fought it long enough to pass away from old age reasons rather than the diabetes. He too though had to have his foot amputated right before he died and I've always wondered why (I wasn't particularly close to him so never really had the opportunity to ask). I've tried searching online for this information and the best reason I can find is the decrease in circulatory performance. However, wouldn't this also affect the other extremities as well, like hands or arms? More research is needed I think.
